I think RL or RPL is the date of manufacture: week/year.
For example, RL 37-8 is the 37th week of 1968.

That means the songs would show up on the AFRTS records typically
about 6-9 months after they were commercially released.

Speculation is they only made 100-200 copies of these each,
and distributed to various deployment spots around the world.

From what I can tell there were at least two sent out
per week: a various artists disc, and a two-artist full-length split LP.
Most copies were thrown away at the end of their weekly cycle.
So that would explain the scarcity.
